This assignment was executed by SECSD under the  Bihar Plateau Development project funded by The World Bank as assistance to Chotanagpur and Santhal Paraganas regions of Bihar state. These regions come under the new Jharkhand state.

The task comprised identification of development projects in  mini hydropower, irrigation and roads to accelerate economic growth of the region.

The assignment  was conducted on a regional scale and extensive topographic study and field reconnaissance was carried out to identify a total of about 200 small and mini hydropower sites.

It was effectively demonstrated how the water resources development at village block level can be utilized to provide cheap electric power to the numerous dispersed villages located in some 55 blocks of the region. 

This involved extensive study of the tributaries of the rivers North Koel, South Koel, Karo, Subarnarekha and Sankh  which drain the region. 

About 45 sites suitable for further investigation were selected from these after ranking. Six pilot schemes in Bishunpur, Tonto, Murhu, Senha, Chandwa and Khuntpani blocks were selected to be representative schemes and a pre feasibility study was prepared.

Most sites were proposed to be isolated systems as they are remote from grid with multipurpose use such as drinking water supply, irrigation, fisheries etc.

Concentration was given to fixing developable potential along the main stem and tributaries and along main stem only of other rivers. The result was the outlining of the most economic means of exploiting hydropower which will particularly lead to change in life styles of rural people who produce the bulk of the Region's earnings. The identified projects are such that they are distributed well over the two regions and the transmission would cover and link the villages, blocks, district and eventually regions as a whole.

Other aspects of the study included energy consumption patterns, planning criteria for site selection and erosion control.

A comprehensive report in three volumes was prepared along with bid documents suitable for an International Competitive Bid for project implementation.
